Soapy residue

I’ve washed this out multiple times, but every time I put water in it appears soapy and has an oily feel once I pour it. I have a different watering can and fill from the same tap and it doesn’t become soapy, so it’s definitely this can. Can not seem to get the soapiness to go away.
