Q: this is a gift. Does it need to have the top shelf in order for it to be stable?

A: The "top shelf" is a removeable tray on the stand that does not have to be on the unit for it to be stable. This was designed to be used as a table top when not wanting to us the actual tables or as a bed, lap or serving tray.
