I understand it was probably for the option of use, but for me, it was a unnecessary. I prefer the oil, and I have a balm that I love more than this one. It has a gel like texture but once u touch it it melts into an oil right away. It has a minty feel which is satisfying to say the least. I have been using it for over a month and I still have almost full bottle so it last long. I put a little on my scalp everyday.
