Q: Do the lamp need to be turned on for the USB to be working? Or can the light be turned off but still charging something plugged into the USB?

Q: Based on these Q&As, my understanding was that this lamp was chargeable and didn't require being plugged in. However it was charged all night and does not turn on without the cord.
