Why aren't there shelves in between the two metal basket parts? The bottom 'shelf' also doesn't have a proper bottom to it, and even Charmin big rolls fall through to the ground. This is supposed to be on the floor but it's so small and open that you might as well leave your rolls on the floor itself, or save the money and don't buy. It's extremely flimsy too, when it's moved it bends. Including when you try to use the hook.

I got a great deal on this holder, but I wish the opening in the bottom was smaller so regular toilet paper fit too.
