Q: How is the trash bag installed and removed?

A: Hi, the trash bag is wrapped around a retainer ring and to remove the bag you will need to remove the lid to remove the bag from the ring and can body.

Q: Does the 25" height include the wheels as well? Do the wheels have to be installed? Have a low cabinet that this would make a difference to know on.

If I could give this 0 stars I would. Whenever I bought this it never worked. I had to manually lift the lid. Too expensive and I hated it. I will stick with the step trash cans from now on.
