Issues with Target's 3rd party delivery partner

I can’t review because the item didn’t arrive. I actually ordered several pairs for a birthday party, and they were marked delivered, but never arrived. Target said they use a 3rd party for shipping/delivery and I’d have to complain with that 3rd party. The 3rd party said I’d need to wait several more days before seeking refund because “maybe they’ll still come”. They didn’t and it’s annoying to have to jump through so many hoops to correct Target’s issue.
