Miembro del Partido Socialista Obrero Español (PSOE), ejerció como secretario general de este entre 2000 y 2012. Durante sus dos mandatos al frente del Ejecutivo, se distinguió por una vehemente defensa de la legalidad internacional y del multilateralismo.
