Q: Are these "warm white" (yellow cast) or "cool white" (blue cast). I have ordered "clear" in the past and received both Cool and warm white.

Looks super cheap compared to a previous version that I had in the past. Doesn't look like the picture. Lights just turn on and off, on and off. No twinkling.
