A: Hi, target reached out to me to answer your question because I've purchased this item from them. I am also an independent makeup artist, this primer can be used on any skin TONE. If you're wondering about skin types as well, it's best for normal, combination or dry skin, you can use it if you have oily as well, I just think it works best on the first three I mentioned. It's more on the hydrating side and it is one of the better primers at the drugstore. Hope this helps!
