Hello Skier, From the description the product your purchased was a refurbished product. Refurbished products may have small blemishes in the chassis that may give the impression the device is used. The product should be in full working order. Also Refurbished products are not shipped with all contents that retail packaging would have. For Light Switches you would have the product and the faceplate. That is all that should be needed to install the switch. If by mounting plate you mean the faceplate you can contact TP-Link and ask for one to be sent to you. As long as we have them in inventory we can ship one to you.
