Q: Does this come with a seal on it?

A: No - I would buy it if it did. The only actually-sealed Neutrogena makeup removing product is the individually-wrapped wipes. It's ridiculous they don't use tamperproof seals on all products meant to contact the eye and mouth.

You just shake up the bottle, close your eyes and swipe with a cotton pad. It even takes off waterproof mascara. It is gentle on the eye area and doesn’t have a greasy feel.
