Couldn't Finish Assembly. Missing Parts.

Was supposed to be a Christmas gift. The bag of parts looked like it had already been opened. Sure enough, missing 4 of 8 washers and a pin missing to keep a wheel on, so I couldn’t finish assembly. Assembly pictures are tiny and directions are vague. I had to look up the picture on Target to see what it was supposed to look like.
