Q: Can this silicone later be painted on or is it paint resistant?

As indicated on the product package label and supporting product literature: "Not paintable. Paint substrate surface before applying sealant". Q: Is this paintable? Dap-100 silicone kitchen and bath
A: Thank you for posting your inquiry on DAP Silicone Max Kitchen and Bath. As indicated on the product package label guidance as well as supporting product literature: "Not paintable. Paint substrate surface before applying sealant.". This performance characteristic is common to all 100% silicone formulas (irrespective of brand). For applications where paint application is desired, the use of an acrylic-latex (water-based) sealant would be recommended. Q: Can this be used around bottom of toilet base

The application of a sealant to the base of the toilet would not be recommended if leaking is observed, as it will likely trap moisture, which can lead to more significant problems such as mold/mildew, and rot. Q: Is this food safe? Can it be used to glue a plastic utencil?

For “food safe” applications, the use of sealants (formulas) with Certifications by NSF / ANSI Standard #51 and/or FDA Regulation No. 21 CFR 177.2600 are recommended. Both DAP Silicone Max Kitchen & Bath and/or DAP Commercial Kitchen Silicone are specifically formulated/tested to meet NSF and FDA requirements. Of note, while silicone can bond to several common plastics, it is not compatible with several food grade plastics (such as HDPE). Because you did not identify the specific type of plastic you are attempting to apply to/bond to, it is difficult to provide a definitive use recommendation/guidance.
