A: It does not. There are 2 levers on each side that need to be pulled towards you in order to fold it close. Based on experience, I am not able to stand it up on its own, just lay flat on ground.

A: There is a strap in the back of the seat and you will pull towards you while pressing a little black button down right above the strap in the middle. This will sit the seat right on up. And if you want to recline, just press the black button and pull towards you.

We only recommend a child who is able to sit up on their own and has full neck control to use the toddler seat of the stroller, and until they have that control we recommend using the Infant Car Seat with the Stroller. Once they are able to sit in the stroller's toddler seat there are adjusters on each of the harness straps themselves to help tighten up the harness to fully secure the child into the seat.
