In the spring it takes a lot of consistent warm temperatures to warm up the soil, especially in Canada. Cool nighttime temperatures and fluctuating temperatures will slow germination. Cold weather will delay germination but will not hurt the seed. Both excessive moisture and not enough moisture can inhibit seed germination. Weed control used prior to seeding will prevent seed from germinating. Weed control product used on new seedlings will kill seedlings.
